Andrew Giles, a photography teacher in the art department at Fossil Ridge High School in the Keller Independent School District (KISD) has been placed on leave while the district conducts an investigation. Allegedly, KISD was unaware of the allegations of inappropriate conduct with students that resulted in Giles being fired from his previous job at Arlington Heights High School in Fort Worth, Texas.
I have obtained the July 2024 Fort Worth Police Department report alleging an improper educator-student relationship. The victim came forward after learning about Giles’ termination from Arlington Heights High School.
The police report states: July 19, 2024, I, Officer B. Kesler #5003, while working as K314, was dispatched on a sexual assault call to 4701 West Fwy (Arlington Heights High School). Upon arrival, I did not see the VIC on scene (G, C Pseudo W/F) so I called the VIC. The VIC said that she lived near Austin, Texas currently, but wanted to make a report of a series of incidents that happened between 2013 and mid 2015. The VIC said that she was a student at Arlington Heights High School and the photography teacher (SUS – Giles, Andrew W/M ) at the school took photos of her in lingerie and touched her inappropriately at his house. The VIC said that she didn’t report this earlier because she did not want to hurt his family, but recently saw that the SUS was fired from AAHS amid allegations of misconduct with other students. The VIC said that she did not want anyone else to get hurt by him, so she felt it was her responsibility to report what happened between her and the SUS.
The VIC said that she was a student of the SUS through high school and that they developed a
close relationship very quickly. The SUS would stay with her for hours after school, one on one, until
her parents came to pick her up. The VIC also babysat for the SUS and the SUS had the VIC and
other students over to his house for holiday parties where he provided alcohol for the high school
students.
The SUS eventually had photography sessions with the VIC where the VIC was only wearing
lingerie. There were multiple such photography sessions from 2013 to 2015, when the VIC was
between 15 and 17 years old. When the VIC was a senior in high school and had not graduated yet,
she was 17 and with the SUS at his house which the VIC described as only two blocks from AAHS
campus. The VIC said that the SUS touched her inappropriately while she was there. She said that
the SUS penetrated her vagina with his finger. She also said that the SUS had kissed her and given
her body massages during this same time period. The VIC also spent the night at the SUS’s house.

Case Disposition:
DATE: Wednesday 07/24/2024 – Based on the above-listed facts of this investigation, I, Detective R.A.
Luker #4583, found that upon review of the facts of this incident, the offense of PC 21.12 Improper
Relationship Educator/Student appeared to be present; I believe the provided digital evidence alone
suggest such. Even though I believe that there is a case for said offense, according to CODE OF
CRIMINAL PROCEDURE TITLE 1. CODE OF CRIMINAL PROCEDURE CHAPTER 12. LIMITATION,
the statute of limitations for this offense have clearly surpassed the limits. Therefore, this case is Closed.
There are many questions to be asked both of the FWISD and KISD. Disturbingly, the statute of limitations on this improper educator-student relationship offense is only 3 years.
There are several institutional failures here. Texas has no statute of limitations for child sexual abuse, but this offense is charged as an improper educator student relationship which has a 3 year statute of limitations which is unacceptable and must change.
In my opinion, Giles should be charged with child sexual exploitation for the pictures he took of a child aged 15-17 partially clothed in lingerie prior to the sexual abuse that took place at age 17.
